The demanded collective pitch angle is specified in the Initial conditions tab of the Analysis parameters dialog. This demanded angle will not change during the simulation, regardless of the other parameters or the environmental conditions.

How the blades are actually held at this angle depends on the rotor's Pitch actuator scheme. With No structural pitch the blade structure stays rigidly at the initial pitch, while a PID controller or Python script pitch actuator holds the blades at the fixed angle with a finite stiffness (so the structural pitch may deviate slightly as the actuator reacts to loads).
